Cheney is a city in Spokane County, Washington, with a population of 13,255 residents according to the 2020 census. The city's character is shaped significantly by Eastern Washington University, which brings the temporary population to approximately 17,600 during the academic year. Named after Benjamin Pierce Cheney, a railroad director and Boston businessman, the city was officially incorporated on November 28, 1883, following the Last Spike Ceremony that joined the eastern and western divisions of the railroad.
The community developed around plentiful water, timber, and railroad connections. Originally known by several names including Section Thirteen, Willow Springs, Depot Springs, and Billings, it eventually took the name of Benjamin P. Cheney, who visited the town only once in 1883 and donated funds to establish the Benjamin P. Cheney Academy. Cheney's early history includes a spirited bid to become Spokane County's seat. After initially winning the election, the county seat was awarded to Spokane Falls due to alleged polling irregularities. In a famous incident known as the "Grand Steal," Cheney residents retrieved the county records and conducted their own recount, which a court later confirmed in 1881. Though Cheney lost the county seat to Spokane Falls in 1886, the city's future became intertwined with education when Washington's statehood in 1889 brought the establishment of a state normal school there, which eventually evolved into Eastern Washington University.
