Houlton is the county seat of Aroostook County, Maine, located on the Canada-United States border with a population of 6,055 as of the 2020 census. Known as the "Shire Town," it sits at the northern terminus of Interstate 95 and is perhaps best recognized as the birthplace of Samantha Smith, a child goodwill ambassador during the Cold War. Houlton hosts an annual agricultural fair and is home to the headquarters of the Houlton Band of Maliseet Indians.
The area has been occupied for thousands of years by indigenous peoples, historically the Algonquian-speaking Wolastoqiyik. Anglo-American pioneers Aaron Putnam and Joseph Houlton established the village in the early nineteenth century, naming it for Houlton, who had moved to Maine from Massachusetts in 1807. After Maine's separation from Massachusetts in 1820, Houlton was officially incorporated as a town in 1831. The establishment of Hancock Barracks in 1828 reflected the area's strategic importance, particularly during the 1839 Aroostook War border dispute with Canada, which was resolved by the Webster-Ashburton Treaty in 1842.
During the twentieth century, Houlton became significant in communications and military history. The U.S. Army established its first transatlantic radio intelligence station here during World War I, intercepting German diplomatic communications. In 1927, AT&T initiated the first transatlantic commercial telephone service through a receiving station near Houlton. The town also hosted Houlton Army Air Base during World War II, later converted to Camp Houlton, which held up to 3,700 German prisoners of war before closing in 1946.
