Situated atop the Mogollon Rim at an elevation of 6,627 feet, Heber-Overgaard is a census-designated place in Navajo County with a population of 2,898 as of the 2020 census. The community represents the merger of two unincorporated towns that, due to their proximity, were combined under a single name beginning with the 1990 census.
Heber was settled in 1883 by members of the Church of Jesus Christ of Latter-day Saints who had relocated from struggling settlements on the Little Colorado River. The town was named after either Heber J. Grant or Heber C. Kimball, both prominent figures in the LDS church. Grant, known as "The Arizona Apostle," reportedly passed through and stayed with early settler James Shelley, who became the community's first postmaster in 1890. Overgaard developed later, settling around 1936, and took its name from Kristen Kristensen Overgaard, who owned the first sawmill in the area.
Early residents depended on dry farming and ranching, taking advantage of the region's higher elevation, plentiful rainfall, and abundant timber resources. The area's fertile land supported potato and corn farming, cattle ranching, and wool production. Over time, the community's economic foundation shifted to tourism, retirement living, and timber operations, reflecting broader changes in regional development and opportunity.
