Winchester, the county seat of Franklin County, Tennessee, was established by act of the Tennessee Legislature on November 22, 1809, and laid out the following year. The city bears the name of James Winchester, a Revolutionary War soldier, the first Speaker of the Tennessee Legislature, and a brigadier general during the War of 1812, though he never resided there himself. As of the 2020 census, Winchester had a population of 9,375.
The city developed into an important educational center during the nineteenth century. Mary Sharp College, founded in 1851 by Z. C. Graves and the Baptist Church, offered a rigorous classical curriculum comparable to that of Amherst College, Brown University, and the University of Virginia, despite being a women's institution. The college operated until 1896. Winchester also hosted other notable schools, including Carrick Academy for male students and Winchester Female Academy.
During the Civil War, Winchester was occupied first by Confederate forces and then by Union troops. The city and Franklin County seceded from the Union several months before Tennessee did, temporarily aligning with Alabama until the state's secession.
Winchester's modern recreational opportunities expanded significantly with the construction of the Tims Ford Dam along the Elk River, which began in 1966 and was completed in 1972.
