Cowan is a city in Franklin County, Tennessee, with a population of 1,759 according to the 2020 census. The community is part of the Tullahoma Micropolitan Statistical Area and sits at the western base of the Cumberland Plateau.
The area's earliest settlers arrived in the late eighteenth and early nineteenth centuries. One notable early resident, William Russell, lived in a home that served as the Franklin County Courthouse until Winchester was established in 1810. The town of Cowan itself developed in the mid-nineteenth century, primarily as a railroad town. It grew around a significant junction where several branch lines met the main Nashville to Chattanooga trunk of the Nashville, Chattanooga and St. Louis Railway, which ran through the important Cowan Tunnel. Because Cowan was the last stop before trains had to climb steeply onto the Cumberland Plateau, pusher engines were based there to assist in the difficult ascent, a practice that continues today.
The railroad's decline after U.S. Route 41A was built in the 1940s led to economic challenges for the community. However, the town has preserved its heritage, with the old passenger depot, constructed in 1904, restored as a museum and now serving as a focal point of downtown Cowan.
