Seneca is a small city nestled in Grant County's Blue Mountains, located about 23 miles south of Canyon City along U.S. Route 395, at the edge of the Malheur National Forest. Situated at the confluence of Bear Creek and the Silvies River in Bear Valley, Seneca offers a rural mountain setting with a population of 165 as of the 2020 census.
The town's history is closely tied to the timber industry. A post office was established here in 1895, named by postmaster Minnie Southworth for her brother-in-law, prominent Portland judge Seneca Smith. While early homesteaders arrived in the late 1800s, Seneca's real growth began in 1929 when it became the northern terminus of the Oregon and Northwestern Railroad, owned by the Edward Hines Lumber Company. This connection launched large-scale shipping of Ponderosa Pine logs to the Hines sawmill in Hines, transforming Seneca into a company town complete with a planing mill and railroad shops. The town reached its peak population of 275 in 1940. As logging declined in the 1970s, the Hines company ceased operations in 1984. Seneca was officially incorporated as a city in 1970.
Seneca experiences a climate distinct within Grant County, with cool to cold temperatures year-round. The town holds the notable distinction of recording Oregon's coldest official temperature, minus 54 degrees Fahrenheit, set in 1933.
