Boulder City is a planned community located approximately 26 miles southeast of Las Vegas in Clark County, Nevada. With a population of 14,885 according to the 2020 census, the city carries a name derived from Boulder Canyon and maintains a unique identity within the state as one of only two Nevada cities that prohibit gambling, the other being Panaca.
The city was founded in 1931 by the Bureau of Reclamation and Six Companies, Inc., created specifically to house workers building the Hoover Dam on the Colorado River. Before the town's establishment, men seeking dam construction work had settled along the river in makeshift tents in an area known as "Ragtown." Given the massive scale and lengthy duration of the dam project, federal planners determined that a semi-permanent town was necessary rather than temporary arrangements.
Dutch-born urban architect Saco Rienk de Boer designed Boulder City as a carefully planned model community under federal supervision, earning it the nickname "Nevada's Garden City" for its emphasis on public space and extensive landscaping. The original design was formal and symmetrical, centered around a park and the Bureau of Reclamation building, though modifications were made to reduce costs. The town was designed to house approximately 5,000 workers, with housing assignments reflecting worker status: important employees lived on higher ground near public buildings, while manual laborers' dwellings were situated furthest away.
Boulder City established itself as a company town with strict regulations prohibiting alcohol until 1969 and gambling from its inception. These controls, along with the 1931 Boulder Theatre, were intended to keep workers productive and content. The city represented an early example of regional decentralization in Clark County, predating the broader decentralization movement of the 1970s.
