West Bend, the county seat of Washington County, Wisconsin, is home to 31,752 residents as of the 2020 census and serves as part of the Milwaukee metropolitan area. The region's history stretches back centuries to the Mound Builders, who inhabited northeastern Washington County between roughly 650 and 1300 CE, leaving behind effigy mounds shaped like animals and mythical creatures. Several dozen of these mounds survive today, protected as part of the Washington County "Island" Effigy Mound District on the National Register of Historic Places.
When European settlement began in the mid-1840s, the Potawatomi and Menominee Indians occupied the land. Both nations ceded their claims through treaties, with the Menominee in 1831 and the Potawatomi in 1833, though some Potawatomi remained in the area as squatters on ancestral lands. The city itself originated from two communities founded when White settlers arrived. In 1845, commissioners Byron Kilbourn, James Kneeland, and Erastus B. Wolcott selected a site on a westward bend of the Milwaukee River for its potential to power mills. Wolcott constructed a dam and sawmill in 1846, followed by a gristmill in 1848. The rival community of Barton grew nearby but eventually was overshadowed by West Bend. After serving initially as part of Port Washington's county seat, West Bend became Washington County's seat in 1853 following the creation of Ozaukee County. The city was incorporated as a village in 1868, and a railroad station constructed in 1873 brought further growth and economic development.
