Spray is a small city located along the John Day River in the north-central region of Wheeler County, Oregon. Named after its founder and first postmaster John Fremont Spray and his wife Mary E. Spray, the community was established around the turn of the twentieth century. The post office opened in 1900, the same year John Spray founded a ferry across the John Day River and helped establish both a school and store. In that inaugural year, Spray was considered as a potential county seat following Wheeler County's formation in 1899, though a countywide election favored Fossil overwhelmingly. The city remained unincorporated for over half a century until 1958, when it became the last Wheeler County community to incorporate, with John Butler serving as its first mayor.
Today, Spray is a quiet rural community with a population of 160 residents as of the 2010 census. The city covers just 0.29 square miles and is situated approximately 30 miles southeast of Fossil and 55 miles south of Heppner, with Oregon Routes 19 and 207 meeting nearby. The area experiences a continental climate, with January temperatures averaging 33 degrees Fahrenheit and July averaging 72 degrees, though records show extremes ranging from minus 26 to 116 degrees Fahrenheit.
