Jay is a city in Delaware County, Oklahoma, serving as the county seat since winning that designation in a special election on December 8, 1908. Named after Jay Washbourne, a mixed-blood Cherokee whose allotment provided the land for the town's founding, Jay was incorporated in 1939 and incorporated into the Cherokee Nation's structure. The post office was established on May 19, 1909. According to the 2020 census, Jay has a population of 2,425, with nearly 40 percent of residents identifying as Native American. Located at the intersection of U.S. Route 59 and Oklahoma State Highway 20 in the oak and hickory forests of the Ozark Plateau, Jay is distinctive in Oklahoma history. Unlike most towns founded during the late 1800s and early 1900s, Jay was not built along a river, major road, or railway line. Instead, around 1908, the Delaware County Improvement Association hired surveyors to locate the geographic center of the county and deliberately platted the townsite there, with a central block reserved for the courthouse.
