Iowa City is the largest city in Johnson County, Iowa, and serves as the county seat. With a population of 74,828 at the 2020 census, it ranks as the state's fifth-most populous city. The Iowa City metropolitan area, encompassing Johnson and Washington counties, has a population exceeding 171,000. The city was established by an act of the Iowa Territorial Legislative Assembly on January 21, 1839, when Governor Robert Lucas sought to move the capital closer to the territory's center. Commissioners selected a site on bluffs above the Iowa River in May 1839, and by June the town had been platted and surveyed. Construction of the Old Capitol Building began that year, and the city officially became the territorial capital in 1841 when the building neared completion. Iowa City served as the third and final territorial capital and the first state capital following Iowa's admission to the union on December 28, 1846. The state capital remained here until 1857, when it relocated to Des Moines. Architect John F. Rague designed the Old Capitol Building, which is now a National Historic Landmark and museum on the University of Iowa campus.
The University of Iowa, established in the city, has made Iowa City an important educational and cultural center. Notable attractions include the University of Iowa Art Museum and Plum Grove Historic House, the home of Iowa's first territorial governor. Oakland Cemetery, deeded to the city by the territorial legislature in 1843, contains the graves of many figures significant to Iowa's history.
