Heppner is the county seat of Morrow County in northeastern Oregon, situated between the Columbia River and the Blue Mountains. Named after Henry Heppner, a prominent Jewish-American businessman, the city was founded in 1872 when Col. Jackson Lee Morrow, a merchant, partnered with Heppner to build a store. Originally called Standsbury Flats, the settlement grew as European-American ranchers developed the area for sheep and cattle, drawn by abundant rye grass along creek bottoms starting around 1858. A mail and stagecoach line soon connected Heppner to Pendleton and The Dalles, and by 1888, the railroad arrived. After narrowly defeating Lexington in an 1886 election, Heppner became the permanent county seat and was incorporated in 1887.
The city's early growth was interrupted by catastrophe. On June 14, 1903, a devastating flash flood swept through Heppner after a cloudburst and hail caused debris dams to collapse along Willow Creek. The disaster claimed approximately 238 lives and caused nearly one million dollars in property damage, making it Oregon's deadliest natural disaster. Despite this tragedy and two destructive fires in 1918, Heppner rebuilt. By the early twentieth century, it had become a regional trade center. A major sawmill built in 1940 boosted the economy until its closure in 1999, resulting in significant job losses. Today, Heppner has a population of 1,187 residents.
