Boardman is a growing city in Morrow County, Oregon, situated along the Columbia River and Interstate 84 in the state's northeastern region. The city was homesteaded in 1903 by Samuel H. Boardman, who would become the first superintendent of the Oregon State Parks System. Boardman and his wife spent 13 years developing irrigation for their land while she taught school and he worked on railroad construction projects. The community was officially platted in 1916, the same year the post office opened, and was incorporated in 1921. The Union Pacific Railroad passed through the town and maintained a station there.
Boardman's modern landscape was shaped significantly by the construction of the John Day Dam on the Columbia River during the 1960s. As the planned Lake Umatilla would have inundated the original townsite, the city was relocated south. Tourist-oriented businesses moved first to serve the newly opened Interstate 84 on federally released land. The filling of Lake Umatilla began in April 1968 and was completed that year, completely submerging the old town. The new townsite cost 1.5 million dollars to construct. South of Boardman, a U.S. Army Air Force training range was established in 1941. The Air Force transferred ownership to the U.S. Navy in 1960, and it now operates as the Naval Weapons Systems Training Facility Boardman, serving NAS Whidbey Island and the Oregon National Guard.
The city has experienced steady population growth, increasing from 3,220 residents in 2010 to 3,828 in 2020, making it the largest town in Morrow County.
