Viroqua, the county seat of Vernon County, Wisconsin, is a city with deep roots in the region's past. Home to 4,504 residents according to the 2020 census, Viroqua was originally called Farwell after Leonard J. Farwell, the state's second governor, before being renamed in 1854. The origin of the name Viroqua remains unclear, though local lore has attributed it to various sources, including the daughter of Black Hawk and a Mohawk Indian actress, though historians believe it likely came from the title character of an 1848 novel by Emma Carra.
The area's human history extends far deeper. The Ho-Chunk people, formerly known as the Winnebago and a Siouan-speaking nation, inhabited this region for thousands of years before being removed westward beginning in the 1820s. Early settlement began in earnest in the 1840s, with lumber mills constructed on the Kickapoo River in 1844 and farmers arriving starting in 1846. Pioneer Moses Decker arrived in 1847 and laid out the village, offering forty acres of land on the condition that Viroqua become the county seat, helping it win a heated rivalry with Springville. The city officially secured the county seat designation in 1852 and saw the completion of its distinctive courthouse in 1880. The city's history includes tragedy, as a devastating tornado struck on June 28, 1865, claiming twenty-two lives. Today, Viroqua remains governed by a mayor and city council in the scenic Driftless Region near the Ocooch Mountains.
