Dowell is a village in Jackson County, Illinois, with a population of 368 according to the 2020 census. The community was founded as a coal town by Du Quoin attorney George Dowell and William Lafont, who requested bids for property development as early as 1917. By 1922, the town's population had grown to over 2,000, driven largely by coal mining operations and the arrival of eastern European immigrants, including Rusyns, who came to work in the mines. The Dowell State Bank opened in February 1920 with both founders among its first directors, though the institution closed in 1932 following embezzlement charges.
The Kathleen Coal Mine, located northeast of the village and operated by the Union Colliery Company, became the economic engine of Dowell. By early 1937, it was the largest producing mine in Jackson County, yielding over 5,000 tons of coal daily and employing more than 500 workers. The mine closed in November 1946 when the coal vein became inaccessible, though a second operation, the New Kathleen, briefly operated from 1946 to 1958. During the 1920s and 1930s, Dowell experienced considerable turmoil, including robberies, murders, and bootlegging during Prohibition, with notorious figures like bootlegger Charlie Birger and the Shelton Brothers Gang active in the area.
